The Minority in parliament have threatened to boycott this year’s mid year budget review.
According to them, until funds are released for the payment of the MPs common fund, Health Insurance debt and other debts owed by government, they will not attend the mid year budget review.
Speaking on Okay FM’s 'Ade Akye Abia' programme, Member of Parliament for Banda constituency and Deputy Minority whip, Ahmed Ibrahim, explained that the Finance Ministry has refused to release funds for the payment of the aforementioned projects and programmes, and that is suffocating most of the MPs who depend on the common fund for various projects in their constituencies.
"Until the Finance Ministry releases money for the payment of the common fund and other debts, he should not come to Parliament to present any mid year review budget," he said.
Barring any last minute changes, the Finance Ministry is expected to appear before the August house to present this year’s mid year budget tomorrow.
The Ministry of Finance (MoF) has granted letters of commencement to the three development authorities to commence the full implementation of the $1-million per constituency pledge under the Infrastructure for Poverty Eradication Programme (IPEP) for the 2020 fiscal year.
The commencement certificate makes available GH¢1.66 billion (equivalent of $320 million) for the 275 constituencies across the country.
This covers $275 million for the 275 constituencies and $45 million for outstanding commitments.
The IPEP, commonly known as One Million Dollars Per Constituency, is a government initiative aimed at meeting critical infrastructural needs identified by local actors at the constituency level.

ONE DIFFICULT CONDITION ESTABLISHED TO FIGHT CORRUPTION IS J J RAWLINGS SPONSORED CONSTITUTION. EX-GRATIA TO PRESIDENT, MINISTERS AND MPs,AS WELL AS MP COMMON FUND WERE ALL INSTILLED IN THE JJ SPONSORED CONSTITUTION BECAUSE THE POOR MAN YOKO GARI DEBTOR, JJ AND HIS MINISTERS CANNOT AFFORD TO MAKE LIVING WITHOUT RELYING ON THE STATE COFFERS. WHICH FORWARD LOOKING COUNTRY MAKES PROVISION FOR SUCH ECONOMIC DRAINED POLICY TO BIND THEIR COUNTRIES. HOLDERS OF PUBLIC OFFICE INSTEAD OF BECOMING INDEBTED TO THE STATE, MAKE THE STATE INDEBTED TO THEM. RAWLINGS LEGACY IS CORRUPTION PERPETUATED BY HIS PARTY TO GIVE BIRTH TO WAYOME, MAHAMA AND DOUBLE SALARY MINISTERS.
This government and their propaganda. You are deceiving Ghanaian s of releasing how much money? $320m? where are you getting such money from when you cannot even construct 8km of road at Likkeman. Anyway where is the syno-hyro $2 billion cash from China? Sakawa money will never reach Ghana.
It is clear the NDC MPs want these payments so they can use the MPs share of the Commond Fund for the primaries campaign. You are only interested in the Commond Fund but just added the others as cover-up. Is it only this year that these funds have been in arrears? You can stop taking your salaries if care about Ghanaians.
Fuuuuls go ahead and boycott. Who cares
MPs always think of themselves. You are interested in MPs Common Fund so that you can go around doling out cash to people to vote for you. NDC has boycotted everything since January, 2017, but the country is still strong.
