There was a spectacle at last week’s Inter-party Advisory Committee (IPAC) meeting at the Electoral Commission headquarters in Accra when the Chairperson of the EC, Jean Mensa and the General Secretary of the National Democratic Congress, Johnson Asiedu Nketia, engaged in a brawl
The agenda for the meeting was stated by the EC Chair as updates on the coming referendum on the election of district chief executives as well as the district level elections, as well as updates on the inspection of the political parties offices.
She had acknowledged that the NDC had concerns in the last IPAC meeting and was looking forward to addressing their concerns emphasizing the need for peaceful co-existence of stakeholders.
As the meeting advanced, Mr. Nketia asked to know if the EC has gone to parliament to seek a budgetary appropriation for the upgrade of some bio-metric verification machines for the elections and if yes, why the commission has decided not to upgrade the machines again.
Ms Jean indicated she was sure the commission owed no political parties an explanation in that regard but went on to explain that it was cost effective for the commission to acquire new machines than to upgrade the old ones.
While at it, there was an ‘obstruction’ in the conference room. In her attempt to put the room to order, Mr. Nketia took offense, claiming he was not part of those who were being disruptive.
But he admitted “only laughing”, stressing that in his estimation the question he asked did not require the EC boss to deliver “thesis”.
Ms Jean would not take that from Mr. Nketia either. What happened next is all contained in this tape we intercepted:

One of the main reasons for replacing an asset is that it has become obsolete and a new one has emerged which is efficient and cost-effective. Consequently, it is not worth repairing the old machine. The EC Chair's response to Asiedu-Nketiah's response was spot on. This is an operational decision by EC to enhance its efficiency and it is commendable. EC is charged with making such decisions and judgement and not the political parties. Asiedu-Nketiah was trying to bully this lady and this is unacceptable in the 21st Century. Well-meaning Ghanaians should speak up against such behaviour and this should not be allowed to happen again. In fact Asiedu-Nketiah crossed all lines of good management practices. Maybe he does not know as he has not run an organisation before.
This woman is crazy paaaaaa. You say it's a waste of money to refurbish the old electoral equipment but it is wise to spend money to acquire new so called modern equipment when the old ones are still around. What type of logic is that? Renovating you existing house is worse than building a new house, who does that. And she had the audacity to say she is doing that in the interest of Ghana. Wasting the old equipment in the interest of Ghana? Before you could say Jack, all the old equipment will end up being auctioned to their own family members for profit at the expense of the state. If Charlotte Osei had brought up this idea, I am sure the NPP chairman would have gone to court. What a dumb EC CHAIR. A way to save Ghana money is to obsolete old equipment and buy new ones. Gimifo.
