Several people have described as bad faith recent activities of the outgoing administration led by President John Dramani Mahama.
The incoming Akufo-Addo government has condemned the last minute appointments of people to key state institutions as well as the signing of contracts by the outgoing government.
President Mahama who leaves office on January 7, on Tuesday appointed Joseph Whittal and Josephine Nkrumah as chairpersons of the Commission on Human Rights and Administrative Justice (CHRAJ) and National Commission for Civic Education (NCCE) respectively.
Apart from that, increase in allowance of National Service personnel and signing of various contracts are set to take effect from next year among others.
Reacting to this on Peace FM morning show ‘Kokrokoo’, the Managing Editor of the Crusading Guide newspaper, Abdul Malik Kweku Baako said he sees nothing wrong with what the outgoing government is doing.
According to him, he saw nothing wrong when it occurred under the then Kufuor’s administration and he sees nothing wrong now.
“What’s the big deal…I don’t get the noise…if the contracts are not signed according to law, it will not hold. What is happening is neither illegal nor unconstitutional. If they did not go according to law, the new government has the mandate to review and withdraw…nothing stops the government from entering into contract so far as it is lawful”

It's a moral issue not legal. Just wondering how somehow preparing his handing over notes will still be taking decisions which are not urgent to save a situation, especially if those decisions could have been taken several months earlier.
I strongly disagree with senior Baako. Yes the NPP might have done the same thing, but was that right? Per the letter of the constitution they NDC are right but the good will and spirit thereof they are walking in a political swamp. Governance is sometimes common sense.
Opportunist and selfish Kweku Baako. Very clever guy and always putting his one foot in each government's section so he will be assured of funds at all times.
Kwaku, I am inclined to agree with those who are of the opinion that you got this one wrong. Do you remember the on air announcement in January 2009 dissolving all governing boards of Public service institutions and the termination of all board appointment both Government and institutional representative.?? I can also cite on authority the many senior level employment contracts which were terminated because the appointment dates were lees than 3 months to the election of 2008. Perhaps a check with the relevant government institutions such as the Head of Civil Service and the Public Services Commission could shed some light on these. It is wrong to pack senior government positions with friends and party faithfuls which could unnecessarily tie the hands of the new administration. Kwaku do some research on the changing nature and politicisation of the Ghana public service. The service is no longer a-political. The Acting CHRAJ Commissioner Mr Quayson is very many years senior to the newly appointed man who by the way was not the acting CHRAJ Commissioner as reported. The Deputy Commission who was made to act following the departure of Lauretta, Mr Quayson was a Deputy Commissioner since 2006. The newly appointed Commissioner was appointed a Deputy Commissioner in 2014. Experience, length of seniority at the Bar would all argue against such an appointment but for some other undeclared criteria in our appointment system. I wonder if this was what was envisioned by the drafter of our 1992 Constitution. This politicisation of our public services must stop. Nepotism and tribal sentiments do not effect public policy implementation make. Thanks
Please, let big brother Kwaku Baako be. At least he has been very consistent on this issue. President Kufuor did it, K. Baako supported him. Onaapo Mahama has done it and K Baako supports it. Consistency is key in this instance so please allow.
my big bro.this time you got eveything wrong.
@Tula-2 - Trust me !!!!!; It is these block head saw dust NDC heads riff-raffs on the rampage again with their arrogance again !!!!!!! but less on creative thinking ; for God sake there is everything wrong with signing these late contracts and appointments which will be reviewed by Nana Addo mark mine words; what was Jon Mahama and these NDC bandits never seen in the annals of Ghana governance doing all these years or months ; were they not aware that three months to the time of any elections there needed to be write up and a hand over which should include all contracts signed and appointments made ; why should they wait till the last minute before they start springing contract surprises and appointments ; Mr Whittal should have been appointed 6 months ago because the guy was Acting in his capacity ; why did Jon Mahama wait till he has being exonerated in this stilling corruption of the ford Expedition saga before he reaffirmed the appointment of this man; YES -GOVERNANCE CANNOT STANDSTILL BUT THESE NDC FULLS SHOULD ALSO BE AWARE OF THE LAW REGARDING UNKNOWINGLY THIRD PARTY CONTRACTS WHICH CAN BE INVOKED AT COURT TO TERMINATE THESE CONTRACTS AND APPOINTMENTS ; READ WHAT THE SPOKEPERSON FOR THE TRANSITION -NKRUMAH SAID ; DO NOT FORGET JON MAHAMA IS NOT NANA ADDO BECAUSE NANA ADDO IS 'MR LAW PRESIDENT' AND NEED NOT TO BE ADVISED IN THE LAW : HE WILL TAKE ACTION !!!!!!!!AS SOON AS HE IS IN THE CORRIDORS OF POWER; THIS FORM OF EQUILISATION WILL NOT HELP THE NDC : IF KUFFOUR DID IT THE ABSENCE OF THE LAW DOES IT NDC TOO SHOULD DO SAME !!!!!!!!WE NEED GHANA TO GO FORWARD NOT TO CONTINUE WITH 'I DO YOU YOU DO ME MANTRA' IT DOES NOT HELP ANYBODY BECAUSE WHETHER THESE NDC RATS LIKE IT OR NOT THE NPP MAJORITY IN PARLIAMENT WILL BE USED TO CHANGE THE CONSTITUTION AND THE LAWS SOON BEFORE THESE NDC KRIMINALS COME TO POWER AGAIN AND -TRUST 'MR LAW' -NANA ADDO WILL TAKE ACTION besides nana addo need not still to be at the flagstaff house !!!!!!
Kwaku, you got this one wrong. I thought you will give details on what Kuffour did. Did he make all those appointments after NDC won the elections? How many contracts did he sign after elections? Did MCEs award contracts and gave appointments after those elections? Were national service men and women and other temporary workers made permanent workers? What happens to the IMF condition of no more employment into the civil service which Prez Mahama did abide with till now? Note that apart from law there is common sense and logic. Even if those contracts are legally correct there should be a way to address common sense and logic. That's why due diligence and the spirit of the laws in question are taken into consideration. If ex-president Kuffour erred in one or two appointments does it mandate the NDC to undertake such a wholesale contract awarding and appointments with a covert intention of sabotage and you will claim legality of such a move. You journalists must be careful and thoughtful before you on air
The soon to be former President will leave the work for your Nana soon so have patience to wait. How many days more.
Mahama.........just correct all the wrongs they the NPP claim you did. Just restore the teacher training allowances, have NPA reverse the deregulations to its state when government managed the prices. How will you feel if these were left in their acting capacities only for someone else to be brought in to head them, where as Mahama had the chance to make them the substantive heads? Nana beeba nana beba woa nya ba.... Leave the Mahama to work till his last day. The fact that there is a transition does not make NPP running the country alongside Mahama. Should there be issues in future it is Mahama who will account for not the hungry for power NPP...... Mu ma y3n nya sum tie!!!
