U.S. Ambassador to Ghana, Robert P. Jackson, says the military agreement between Ghana and the U.S. does not amount to an invasion of the West African country.
According to him, there are different programmes that will take place at different times of the year, adding that each exercise will not have more than 200 U.S. troops on Ghana’s soil.
Mr Jackson explained that U.S. troops are assigned to various exercises and will leave Ghana as soon as they complete an assignment.
The U.S. Ambassador said his country’s will fully cooperate with the Ghana Armed Forces and political authorities in undertaking three mutually beneficial military exercises this year, which will involve training on counter-terrorism, response to disaster exercises and security-related programmes.
“For each exercise, we are looking at up to 200 Americans, and to my knowledge, in recent years, we have never brought in more than that; and for the time being, at the level of operations, we don’t contemplate bringing more than that in. So, this is not an invasion, I want to be clear about that,” Mr Jackson told Joy News’ Gifty Andoh on Thursday, 22 March 2018.
His comments come in the wake of news on Tuesday, 20 March that Ghana’s Cabinet has approved an agreement granting access to the U.S. to establish a military base in Ghana. It also indicated that Ghana has also agreed to bear the cost of the base and take primary responsibility for securing U.S. military facilities in the country.
Mr Jackson says the $20million U.S. commitment to Ghana in terms of equipment, skills and training for this year only, is enough benefit for the people of Ghana.

I don't think a lot of Ghanaians do understand the whole thing but I blame the media for misinformation, the US are not coming to build its military base, they are just coming for training programs, they did it in 2017 but the contract was sign in 2015 so why this time so much noise? Is this media that will expose the country because of their unnecessary noise.

One: I understand they are asking for free importation and exportation taxes, can any country in the world come to the USA and demand this and be given? Two: You rightly brought up the support the offered to the Liberian people. I believe you know the history that existed between Liberia and the USA. Also, i am just wondering why with that much help they generously offered to Liberia they are not seeking to establish their base there but in Ghana? Three: With all the militia things going on in the sub-region, it baffles me that they chose Ghana. Do we need training more than Nigeria, Mali, Niger, Burkina Faso...? Boko Haram is capturing innocent girls truncating their education and sending them to early marriages. Don't you think they need more military presence more the relatively peaceful ghana? Four: You brought up the 1998 agreement which i have questions too. Why didn't they seek to base in Ghana those days but this time? are they having a camouflaged agenda? Five: I think there is a serious problem when a group of people are waiting for other people to solve their problems for them. the embassy had been in Accra time immemorial, have they shown any sign of help during flooding or they suddenly woke up? If free things are good what is the mantra "Ghana beyond aid for?" they last time i checked the definition of Aid it was money or thing you don't have to pay back. so why ghana beyond aid? I don't think the Base is for anything bad rather it will bring a lot of benefits: Jobs, training of security personnels in Ghana. our security system is very weak and they need sophisticated training to combat crime.
