The Founding President of IMANI Africa, Franklin Cudjoe, has stated that while he cannot, without any legal definitions, conclude that the former Minister of Sanitation and Water Resources, Cecilia Dapaah, stole money, it is quite annoying that she had so much physical cash in her house.
He explained that the mere thought of the fact that in the house of a sitting minister of state, she can have such a huge amount of money sitting around, then it raises concerns.
Elaborating on the issue of the former minister, who has been caught up in a theft case where two of her helps are in court, facing charges for stealing an amount of $1 million, other monies and items, the IMANI boss said that is even more worrying the president praised her.
“You should know the president is always definitive when it comes to defending his own. He rarely throws any of his own under the bus, and unfortunately, that does not bode well for his good governance credentials.
“Of course, I can understand that he wants to bold out from his own but; loyalty sometimes does not necessarily equate to being complicit in matters. Of course, at his juncture, we can’t say conclusively that the said minister has stolen any money because until it is proven otherwise, we can’t really say that but the optics of seeing money in the home of the minister is in itself quite annoying and then to have the president being that definitive is quite wrong,” he is quoted by 3news.com to have said.
In his acceptance letter of her resignation, President Nana Addo Dankwa Akufo-Addo described the work of Cecilia Dapaah, during her time as Minister of Sanitation and Water Resources, as excellent.
He also applauded her for defending the government in her work.
“It is with considerable regret that I accept your resignation, and I applaud your loyalty to the image and standing of the government.
“The work you undertook during your period in Government was excellent and productive, and I thank you for your wholehearted contribution and devotion to the progress of the Government and the nation,” he said in the statement shared on Saturday, July 22, 2023.
Meanwhile, the Office of the Special Prosecutor (OSP) placed the former minister under arrest on Monday, July 24, 2023, investigating her on issues of corruption, related to the theft in her house.

Latest reports from TV3 news network indicates that after the arrest of the sanitation minister, she was marched to her residence for further search and that larger amounts of money were found and it took nearly 5 hours for the money to be counted . If this is true , then the minister is not in her right senses because she had the opportunity to have evacuated the money from her residence to a secret location. Am tempted to believe the money was from a 'deal' meant for several others but out of greed the minister decided to keep the money to herself or better still she gave a token to those others in the 'deal' to their dissatisfaction. They may have consulted some spiritualist or juju people to tame the minister. Am saying this because the news of her stolen money broke out on Tuesday or so. The minister had non working days of Saturday and Sunday when no public officer was at work to have moved all monies out of her home. For her to still leave the monies at home up to yesterday Monday when she was arrested and sent home for a search where huge monies were still found doesn't look normal, that's strange. Another difficulty has to do with the husband. As to why he failed to stop his wife from reporting the matter to the police knowing the implications but followed her to the police station to report the ***barred word*** is equally mind boggling. After all , the house helps didn't steal every thing, they only fetched some still leaving plenty, why not allow them to go away with it and have your peace of mind and now take steps to hide the remaining money properly but went ahead to put yourself in this mess? At 69, you are old and experienced enough to have foreseen all these happenings. Can you imagine what is going through the minds of known ordinary NPP supporters nationwide? Majority of them have not benefitted a pesewa and they are being subjected to redicule because of lack of good judgement of a few people in political positions. As usual the NDC has been offered a field day. What crime has the ordinary NPP supporter committed by sacrificing his/ her time, energy, resources however small , some were transported to rural communities they have never been to as party agents, they slept on mats and tables in schools , others sat in the open throughout the night chatting with mosquitos until morning of 7 December, 2016 to man polling stations without taking a bath just to ensure the NPP is not shortchanged. The party wins power, people are offered appointments and instead of helping these ordinary party supporters to also move out of poverty , they are rather giving them sleepless nights. Any person with NPP in his or her blood will definitely be worried about the actions and inactions of this particular NPP appointees and by far, the presidency. This Cecilia Dapaah saga doesn't look normal at all. It doesn't . How?
