I wish to state that governments payment of Ghc 370m of statutory funds, two days after the Accra fast high court ruled in my favor whilst ordering the government to make payments is indicative of the highest level of non compos mentis by the finance minister and the President.
It further proves that the government has always had the money and has refused to pay due to getting their priorities wrong.
I note that the amount paid is less than one fifth of all arrears owed the statutory funds especially GETFUND for which I went to court. If the government can cough Ghc 370m in less than 48 hours, I have no doubt whatsoever in mind mind that the rest of the monies due can be paid within the shortest possible time.
In furtherance of the court ruling, I pray the finance minister and President to make all the arrears owed available with immediate effect. Failure to do so, my legal team and I will seriously consider going to court to garnishee the accounts of the finance ministry at the Bank of Ghana to ensure all payments are made.
Furthermore, parliament should disregard the plea by the finance minister to change the law governing statutory funds to enable government use discretionary powers to expend such funds. It is a lazy approach to development and the fastest way to sink this country further in debt and should not be countenanced by parliament.
